  1.1                          A bill for an act 
  1.2             relating to courts; creating a guardian ad litem task 
  1.3             force. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [GUARDIAN AD LITEM TASK FORCE.] 
  1.6      (a) The supreme court administrator shall establish a 
  1.7   guardian ad litem task force to review and provide 
  1.8   recommendations on Minnesota's guardian ad litem system.  The 
  1.9   task force must consist of the guardian ad litem program 
  1.10  manager, guardians ad litem, parents, members of the public, and 
  1.11  other appropriate parties. 
  1.12     (b) The task force shall review and make recommendations on 
  1.13  the following: 
  1.14     (1) the adequacy of existing minimum qualification 
  1.15  requirements for guardians; 
  1.16     (2) the adequacy of the scope of background checks for 
  1.17  guardians; 
  1.18     (3) the adequacy and effectiveness of training provided to 
  1.19  guardians; 
  1.20     (4) licensure of guardians; 
  1.21     (5) the standard of immunity from civil liability extended 
  1.22  to guardians; and 
  1.23     (6) any other issues the supreme court administrator or the 
  1.24  task force deems worthy of review and recommendation. 
  2.1      (c) Task force members may be reimbursed as provided in 
  2.2   Minnesota Statutes, section 15.059, subdivision 6. 
  2.3      (d) The task force shall report its recommendations by 
  2.4   January 15, 2004, to the supreme court administrator and to the 
  2.5   chairs and ranking minority members of the house and senate 
  2.6   committees having jurisdiction over court funding and judicial 
  2.7   policy.
