  1.1                          A bill for an act 
  1.2             relating to the city of Chanhassen; authorizing 
  1.3             certain bid specifications for playground equipment on 
  1.4             an experimental basis. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CITY OF CHANHASSEN; EXPERIMENTAL BID 
  1.7   SPECIFICATIONS FOR PLAYGROUND EQUIPMENT ACQUISITIONS.] 
  1.8      Subdivision 1.  [PURPOSE.] For the purpose of providing 
  1.9   more creativity in the design and functioning of city 
  1.10  playgrounds, at the lowest practical cost to its citizens, the 
  1.11  city of Chanhassen may use the authority provided in this 
  1.12  section to acquire playground equipment. 
  1.13     Subd. 2.  [MINIMUM SPECIFICATIONS.] Notwithstanding any 
  1.14  contrary provisions of Minnesota Statutes, section 412.491 to 
  1.15  412.531, 429.041, 471.345, 471.35, or any other law, the city of 
  1.16  Chanhassen may prepare specifications which may be used to 
  1.17  advertise for bids and award contracts to the bidder of its 
  1.18  choice for playground equipment, as follows.  These 
  1.19  specifications must, at a minimum, specify the location and area 
  1.20  of the playground, its general topography and surface 
  1.21  characteristics, the age group to be served by the playground, 
  1.22  and a requirement that each bidder submit a design proposal for 
  1.23  the playground that establishes the position for each proposed 
  1.24  piece of equipment, and includes a detailed description of each 
  1.25  piece of equipment that will be supplied under the contract by 
  2.1   the successful bidder.  
  2.2      Subd. 3.  [DURATION OF AUTHORITY.] The authority provided 
  2.3   in this section expires December 31, 1996.  The city of 
  2.4   Chanhassen shall report to the appropriate standing committees 
  2.5   of the senate and house of representatives by February 1, 1997, 
  2.6   on the effect of the authority granted in this section to 
  2.7   provide playground equipment to the city at the most efficient 
  2.8   cost with a view toward granting the authority on a statewide 
  2.9   basis. 
  2.10     Sec. 2.  [EFFECTIVE DATE; LOCAL APPROVAL.] 
  2.11     Section 1 is effective the day after compliance with 
  2.12  Minnesota Statutes, section 645.021, subdivision 3, by the 
  2.13  Chanhassen city council.
