  1.1                          A bill for an act 
  1.2             relating to education; providing for post-secondary 
  1.3             enrollment options (PSEO) replacement aid; 
  1.4             appropriating money; proposing coding for new law in 
  1.5             Minnesota Statutes, chapter 124. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [124.177] [PSEO REPLACEMENT AID.] 
  1.8      Subdivision 1.  [ELIGIBILITY.] A school district that meets 
  1.9   the following criteria is eligible for PSEO replacement aid: 
  1.10     (1) the number of pupils or portions of pupils in average 
  1.11  daily membership using the post-secondary enrollment options 
  1.12  program exceeds four percent of the district's enrollment in 
  1.13  grades 11 and 12; 
  1.14     (2) the enrollment in average daily membership in the 
  1.15  district is less in the current year than it was five years 
  1.16  previous; and 
  1.17     (3) the district is adjacent to at least two districts that 
  1.18  are eligible for elementary or secondary sparsity revenue. 
  1.19     Subd. 2.  [AID AMOUNT.] PSEO replacement aid equals: 
  1.20     (1) the number of pupils or portions of pupils in average 
  1.21  daily membership using the post-secondary enrollment options 
  1.22  program for the portion of time not attending the school 
  1.23  district, minus 
  1.24     (2) the number of pupils in average daily membership in 
  1.25  grades 11 and 12 in the district multiplied by four percent, 
  2.1   multiplied by 
  2.2      (3) the secondary pupil weighting of 1.3, multiplied by 
  2.3      (4) the basic formula allowance for the fiscal year. 
  2.4   The PSEO replacement aid is not less than zero. 
  2.5      Sec. 2.  [APPROPRIATIONS.] 
  2.6      Subdivision 1.  [DEPARTMENT OF EDUCATION.] The sums 
  2.7   indicated in this section are appropriated from the general fund 
  2.8   to the commissioner of education for the fiscal years designated.
  2.9      Subd. 2.  [PSEO REPLACEMENT AID.] For PSEO replacement aid 
  2.10  for:

  2.13     The 1996 appropriation includes $0 for 1995 and $.......
