  1.1                          A bill for an act 
  1.2             relating to human services; providing a rate increase 
  1.3             for nursing facilities in Roseau county; appropriating 
  1.4             money; amending Minnesota Statutes 2000, sections 
  1.5             256B.431, by adding a subdivision; 256B.434, by adding 
  1.6             a subdivision. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2000, section 256B.431, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 31.  [RATE INCREASES EFFECTIVE JULY 1, 
  1.11  2001.] Following the determination under this section of the 
  1.12  payment rate for the rate year beginning July 1, 2001, a 
  1.13  facility in Roseau county licensed for 49 beds shall receive an 
  1.14  increase of $8.58 in each case mix class payment rate.  This 
  1.15  increase shall be included in the facility's total payment rates 
  1.16  for purposes of determining future rates under this section or 
  1.17  any other section. 
  1.18     Sec. 2.  Minnesota Statutes 2000, section 256B.434, is 
  1.19  amended by adding a subdivision to read: 
  1.20     Subd. 4c.  [FACILITY RATE INCREASES EFFECTIVE JULY 1, 
  1.21  2001.] (a) For the rate year beginning July 1, 2001, the 
  1.22  facilities described in clauses (1) and (2) shall receive the 
  1.23  payment rate increases indicated: 
  1.24     (1) a nursing facility in Roseau county licensed for 60 
  1.25  beds shall receive an increase of $5 in each case mix class 
  1.26  payment rate; and 
  2.1      (2) a hospital-attached nursing facility in Roseau county 
  2.2   licensed for 64 beds shall receive: 
  2.3      (i) an increase of $5 in each case mix class payment rate; 
  2.4   and 
  2.5      (ii) an increase of $3.24 in its property-related payment 
  2.6   rate in accordance with section 256B.431, subdivision 17, 
  2.7   paragraph (g). 
  2.8      (b) The rate increases under this subdivision shall be 
  2.9   added following the determination of the payment rate effective 
  2.10  July 1, 2001, for facilities reimbursed under this section, and 
  2.11  shall be included in the facilities' total payment rates for 
  2.12  purposes of determining future rates under this section or any 
  2.13  other section. 
  2.14     Sec. 3.  [APPROPRIATION.] 
  2.15     $....... is appropriated from the general fund to the 
  2.16  commissioner of human services for the biennium beginning July 
  2.17  1, 2001, for the purposes of sections 1 and 2.
