  1.1                          A bill for an act 
  1.2             relating to agriculture; requiring environmental 
  1.3             review of feedlots with more than 1,000 animal units; 
  1.4             eliminating the connected action rule from application 
  1.5             to feedlots; proposing coding for new law in Minnesota 
  1.6             Statutes, chapter 116D. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [116D.041] [ANIMAL FEEDLOTS; ENVIRONMENTAL 
  1.9   REVIEW REQUIREMENTS.] 
  1.10     Subdivision 1.  [MANDATORY ENVIRONMENTAL ASSESSMENT 
  1.11  WORKSHEETS.] An environmental assessment worksheet is required 
  1.12  for the construction of an animal feedlot facility with a 
  1.13  capacity of 1,000 animal units or more or the expansion of an 
  1.14  existing animal feedlot facility by 1,000 animal units or more. 
  1.15     Subd. 2.  [DISCRETIONARY ENVIRONMENTAL ASSESSMENT 
  1.16  WORKSHEETS.] The responsible governmental unit may require that 
  1.17  an environmental assessment worksheet be prepared for the 
  1.18  construction or expansion of an animal feedlot of less than 
  1.19  1,000 animal units if the responsible governmental unit has 
  1.20  material evidence that the proposed feedlot may cause 
  1.21  significant environmental effects. 
  1.22     Subd. 3.  [CONNECTED ACTIONS.] Provisions of environmental 
  1.23  review rules regarding connected actions do not apply to animal 
  1.24  feedlots.
