  1.1                          A bill for an act 
  1.2             relating to economic development; adding four 
  1.3             legislators to the board of Minnesota Technology, 
  1.4             Inc.; amending Minnesota Statutes 2002, section 
  1.5             116O.03, subdivision 2. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 116O.03, 
  1.8   subdivision 2, is amended to read: 
  1.9      Subd. 2.  [BOARD OF DIRECTORS.] The corporation is governed 
  1.10  by a board of 15 19 directors.  The membership terms, 
  1.11  compensation, removal, and filling of vacancies of public 
  1.12  members of the board are as provided in section 15.0575.  
  1.13  Membership of the board consists of the following: 
  1.14     (1) a person from the private sector, appointed by the 
  1.15  governor, who shall act as chair and serve as chief science 
  1.16  advisor to the governor and the legislature; 
  1.17     (2) the dean of the institute of technology of the 
  1.18  University of Minnesota; 
  1.19     (3) the dean of the graduate school of the University of 
  1.20  Minnesota; 
  1.21     (4) the commissioner of the department of trade and 
  1.22  economic development; 
  1.23     (5) the commissioner of administration; 
  1.24     (6) six members appointed by the governor, at least one of 
  1.25  whom must be a person from a public post-secondary system other 
  2.1   than the University of Minnesota; and 
  2.2      (7) one member who is not a member of the legislature 
  2.3   appointed by each of the following:  the speaker of the house of 
  2.4   representatives, the house of representatives minority leader, 
  2.5   the senate majority leader, and the senate minority leader; and 
  2.6      (8) one member of the legislature appointed by each of the 
  2.7   following:  the speaker of the house of representatives, the 
  2.8   house of representatives minority leader, the senate majority 
  2.9   leader, and the senate minority leader. 
  2.10     At least 50 percent of the members described in clauses (6) 
  2.11  and (7) must live outside the metropolitan area as defined in 
  2.12  section 473.121, subdivision 2, and must have experience in 
  2.13  manufacturing, the technology industry, or research and 
  2.14  development.
