A bill for an act
relating to human services; directing the commissioner of human services to seek
federal waivers and approvals for a residential campus program for individuals
with autism spectrum disorder; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin DIRECTION TO COMMISSIONER; WAIVER REQUEST.

new text begin (a) The commissioner of human services, in consultation with stakeholders, shall
request from the federal Centers for Medicare and Medicaid Services all waivers and
approvals necessary to create and fund a residential campus program to serve individuals
who are diagnosed with autism spectrum disorder as defined by diagnostic code 299.00
in the Diagnostic and Statistical Manual of Mental Disorders (DSM-V), and who are
able to live in a supported housing environment that provides 24-hour supervision. The
program must:

new text begin (1) provide continuous on-site supervision;
new text end

new text begin (2) provide sensory or other therapeutic programming as appropriate for each
resident; and
new text end

new text begin (3) incorporate independent living skills, socialization skills, and vocational skills,
as appropriate for each resident.

new text begin (b) The commissioner shall submit the request to the federal Centers for Medicare
and Medicaid Services no later than January 1, 2016.

Sec. 2. new text begin APPROPRIATION; INDIVIDUALS WITH AUTISM SPECTRUM
DISORDER.

new text begin (a) $250,000 is appropriated in fiscal year 2016 from the general fund to the
commissioner of human services to meet the needs of individuals diagnosed with autism
spectrum disorder. This appropriation may be used to:

new text begin (1) create a best practices curriculum for serving individuals with autism spectrum
disorder in residential placements with therapeutic programming;
new text end

new text begin (2) conduct workshops around the state to provide best practices training to autism
service providers;
new text end

new text begin (3) create a tiered service plan with outcomes for autism service providers;
new text end

new text begin (4) assess and monitor the progress of the foster care for individuals with autism
program under Laws 2012, chapter 247, article 5, section 7; and

new text begin (5) commission an informational documentary to be produced through Twin Cities
Public Television and aired on the Minnesota Channel for three years. This video must be
made available to providers throughout the state as part of the training curriculum.

new text begin (b) The commissioner may contract with a third party to complete one or more of
the activities under paragraph (a).

new text begin (c) Any unexpended balance in the first year carries forward to the second year of
the biennium. This is a onetime appropriation.
