A bill for an act
relating to the environment; requiring a project proposal for a climate adaptation
plan.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

By March 1, 2010, the Environmental Quality Board, with assistance of its member
agencies and in coordination with federal, local, tribal, and private entities, shall prepare
and submit to the governor and the legislature, as provided in Minnesota Statutes,
section 3.195, a project proposal for developing a state climate adaptation plan. The
project proposal shall describe the organization, process, schedule, staffing, budget, state
and nonstate sources of funding, and any other matters required to prepare a climate
adaptation plan. The scope of the climate adaptation plan shall include, but is not limited
to, a summary of the best known science on climate change impacts to Minnesota, an
assessment of the vulnerability to the identified impacts, and an outline of solutions
that can be implemented by the Environmental Quality Board member agencies in the
following areas:

(1) biodiversity and habitat;

(2) infrastructure and community protection;

(3) public health;
new text end
new text begin
(4) water;
new text end
new text begin
(5) working landscapes (forestry and agriculture); and

(6) economic development.
