A bill for an act
relating to health; creating a grant program to expand statewide syringe access;
appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin EXPANSION OF STATEWIDE SYRINGE ACCESS.

new text begin (a) The commissioner of health shall work to expand syringe access to statewide access
and distribution in order to save lives and reduce the transmission of infectious diseases, as
well as improve the effectiveness and viability of treatment and recovery. The commissioner
shall award competitive grants to nonprofit organizations to support existing syringe access
programs, expand existing programs, and establish new programs to ensure statewide access
and distribution.

new text begin (b) $1,000,000 in fiscal year 2018 and $1,000,000 in fiscal year 2019 are appropriated
from the general fund to the commissioner of health for the grants described in paragraph
(a).
