  1.1                          A bill for an act 
  1.2             relating to state government; mandating the inclusion 
  1.3             of certain information in the budget the governor 
  1.4             submits to the legislature; amending Minnesota 
  1.5             Statutes 1996, section 16A.11, subdivision 3. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 16A.11, 
  1.8   subdivision 3, is amended to read: 
  1.9      Subd. 3.  [PART TWO:  DETAILED BUDGET.] Part two of the 
  1.10  budget, the detailed budget estimates both of expenditures and 
  1.11  revenues, shall contain any statements on the financial plan 
  1.12  which the governor believes desirable or which may be required 
  1.13  by the legislature.  Part of the budget must be prepared using 
  1.14  performance-based budgeting concepts.  In this subdivision, 
  1.15  "performance-based budgeting" means a budget system that 
  1.16  identifies agency outcomes and results and provides 
  1.17  comprehensive information regarding actual and proposed changes 
  1.18  in funding and outcomes.  The detailed estimates shall include 
  1.19  the budget plan of each agency arranged in tabular form so it 
  1.20  may readily be compared with the governor's budget for each 
  1.21  agency.  The budget plan of each agency shall include a separate 
  1.22  line listing the total number of professional and technical 
  1.23  contracts and the total cost of those contracts for the prior 
  1.24  biennium and the projected number of professional and technical 
  1.25  contracts and the projected costs of those contracts for the 
  2.1   upcoming biennium.  They shall also include, as part of each 
  2.2   agency's organization chart, a summary of the personnel employed 
  2.3   by the agency, showing the full-time equivalent positions for 
  2.4   the current biennium, and the number of full-time equivalent 
  2.5   employees of all kinds employed by the agency on June 30 of the 
  2.6   last complete fiscal year.
