  1.1                          A bill for an act 
  1.2             relating to police civil service examinations; 
  1.3             permitting periodic examinations; clarifying that 
  1.4             qualified applicants may be added to eligible 
  1.5             registers after inception; amending Minnesota Statutes 
  1.6             2000, section 419.10. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2000, section 419.10, is 
  1.9   amended to read: 
  1.10     419.10 [NOTICE OF EXAMINATIONS; CREATION OF ELIGIBLE 
  1.11  REGISTER; REMOVAL AND ADDITIONS.] 
  1.12     Subdivision 1.  [NOTICE OF EXAMINATIONS.] (a) Notice of the 
  1.13  time, place, and scope of each examination shall be given by 
  1.14  publication and posting as specified in section 419.06, and by 
  1.15  mailing such notice to each applicant upon the appropriate list 
  1.16  of the application register ten days in advance.  
  1.17     (b) The notice may provide that other examinations may be 
  1.18  administered from time to time during the life of the eligible 
  1.19  register, without an additional publication or ten-day notice, 
  1.20  to applicants meeting threshold requirements. 
  1.21     Subd. 2.  [CREATION OF ELIGIBLE REGISTER.] The names of 
  1.22  those found eligible upon examination, after giving credit for 
  1.23  character and previous successful experience, shall be entered 
  1.24  with their address and percentages on the eligible register.  
  1.25     Subd. 3.  [REMOVAL OF NAMES.] No name shall remain upon the 
  1.26  eligible register more than two years without a new application, 
  2.1   and, if the rules of the commission so require, a new 
  2.2   examination.  When a vacancy has been filled or new appointment 
  2.3   made, the names selected shall be stricken from the eligible 
  2.4   register and transferred to the service register.  
  2.5      Subd. 4.  [ADDITION OF NAMES.] If the notice under 
  2.6   subdivision 1, paragraph (b), is given at the time of initial 
  2.7   examination, additional examinations may be administered to 
  2.8   applicants meeting threshold requirements without an additional 
  2.9   publication or ten-day notice.  Applicants passing a later 
  2.10  examination shall be added to the eligible register in the order 
  2.11  of their standing relative to the remaining applicants on the 
  2.12  register.
