  1.1                          A bill for an act 
  1.2             relating to health; modifying requirements for X-ray 
  1.3             machines used in the practice of veterinary medicine; 
  1.4             amending Minnesota Statutes 1994, section 144.121, 
  1.5             subdivision 3; proposing coding for new law in 
  1.6             Minnesota Statutes, chapter 144. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1994, section 144.121, 
  1.9   subdivision 3, is amended to read: 
  1.10     Subd. 3.  [EXEMPTION.] (a) Notwithstanding rules adopted by 
  1.11  the commissioner under section 144.12, subdivision 1, clause 
  1.12  (15), practitioners of veterinary medicine are not required to 
  1.13  conduct densitometry and sensitometry tests as part of any 
  1.14  ionizing radiation quality assurance program. 
  1.15     (b) Practitioners of veterinary medicine who use X-ray 
  1.16  machines on a minimal basis are exempt from subdivisions 1 and 2 
  1.17  and from the rules adopted under section 144.12, subdivision 1, 
  1.18  clause (15).  For purposes of this section, "minimal basis" has 
  1.19  the definition provided in section 144.1212, subdivision 1. 
  1.20     Sec. 2.  [144.1212] [X-RAY MACHINES USED ON A MINIMAL 
  1.21  BASIS.] 
  1.22     Subdivision 1.  [DEFINITION.] For purposes of this section, 
  1.23  "used on a minimal basis" means an X-ray machine used in the 
  1.24  practice of veterinary medicine for less than 150 X-rays per 
  1.25  year. 
  1.26     Subd. 2.  [REGISTRATION; FEES.] Practitioners of veterinary 
  2.1   medicine shall pay to the commissioner of health a one-time 
  2.2   registration fee of $100 for the registration for X-ray machines 
  2.3   used on a minimal basis.  The fees collected shall be deposited 
  2.4   in the state treasury and credited to the state government 
  2.5   special revenue fund. 
  2.6      Subd. 3.  [CALIBRATION.] X-ray machines used on a minimal 
  2.7   basis shall be calibrated at least once every seven years. 
  2.8      Subd. 4.  [RADIATION SAFETY.] Lead shielding including 
  2.9   aprons and gloves must be worn at all times by practitioners of 
  2.10  veterinary medicine and staff while operating X-ray machines 
  2.11  used on a minimal basis. 
  2.12     Subd. 5.  [CASSETTES.] Cassettes of rare-earth, screen-type 
  2.13  with matching film must be used when operating an X-ray machine 
  2.14  used on a minimal basis. 
  2.15     Subd. 6.  [AUTOMATIC PROCESSORS.] Users of portable 
  2.16  automatic processors must use special film.
