A bill for an act
relating to motor vehicles; increasing the annual surcharge for all-electric vehicles;
establishing an annual surcharge for hybrid vehicles; amending Minnesota Statutes
2018, sections 168.013, subdivision 1m, by adding a subdivision; 169.011, by
adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2018, section 168.013, subdivision 1m, is amended to read:


Subd. 1m.

Electric vehicle.

In addition to the tax under subdivision 1a, a surcharge of
deleted text begin $75deleted text end new text begin $250 new text end is imposed for an all-electric vehicle, as defined in section 169.011, subdivision
1a
. Notwithstanding subdivision 8, revenue from the fee imposed under this subdivision
must be deposited in the highway user tax distribution fund.

Sec. 2.

Minnesota Statutes 2018, section 168.013, is amended by adding a subdivision to
read:

$125 is imposed for a hybrid vehicle as defined in section 169.011, subdivision 34a.
Notwithstanding subdivision 8, revenue from the fee imposed under this subdivision must
be deposited in the highway user tax distribution fund.

Sec. 3.

Minnesota Statutes 2018, section 169.011, is amended by adding a subdivision to
read:

new text begin Hybrid vehicle. new text end

new text begin "Hybrid vehicle" means any vehicle that is propelled by a
combination of an internal combustion engine and an electric motor, a battery, or other
power source. A hybrid vehicle includes a plug-in hybrid electric vehicle as defined in
subdivision 54a.
