A bill for an act
relating to higher education; regulating membership on
the Board of Trustees of the Minnesota State Colleges
and Universities; amending Minnesota Statutes 2004,
section 136F.02, subdivision 1.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2004, section 136F.02,
subdivision 1, is amended to read:


Subdivision 1.

Membership.

The board consists of deleted text begin 15 deleted text end new text begin 18
new text end members appointed by the governor with the advice and consent of
the senate. At least one member of the board must be a resident
of each congressional districtnew text begin , except that congressional
districts containing all or part of 17 or more counties shall be
split in approximately half geographically along county lines
and one member must be a resident of each half
new text end . Three members
must be students who are enrolled at least half time in a
degree, diploma, or certificate program or have graduated from
an institution governed by the board within one year of the date
of appointment. The student members shall include: one member
from a community college, one member from a state university,
and one member from a technical college. The remaining members
must be appointed to represent the state at large.

Sec. 2. new text begin EFFECTIVE DATE.

new text begin Section 1 is effective the day following final enactment.
Of the three members added to the board by section 1, one shall
be appointed for an original two-year term, one for a four-year
term, and one for a six-year term. The governor shall determine
which term applies to an appointment. After the original terms,
all succeeding terms shall be six years.
