A bill for an act
relating to higher education; creating a pilot program at Minnesota State Colleges
and Universities to provide some students with intensive mentoring, counseling,
and financial advice; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. PILOT PROGRAM OF INTENSIVE GUIDANCE; MENTORING
AND JOB PLACEMENT.

The Board of Trustees of the Minnesota State Colleges and Universities must
operate at least one pilot program at a college and one at a university that provides a high
level of course advising and guidance, personal financial counseling, and job placement
for students who are at risk of not completing their studies. The objectives of the pilot
program are as follows:

(1) to increase the likelihood that students will complete their higher education
programs of study by identifying programs of study that interest the students and
connecting those interests to appropriate programs within the college or university;

(2) to provide mentoring to students;

(3) to monitor and advise students concerning higher education finance and financial
assistance;

(4) to connect students to employers while enrolled at the college or university; and

(5) to connect graduates of the college or university with postgraduation employment
options.

Sec. 2. APPROPRIATION; PILOT PROGRAM AT MINNESOTA STATE
COLLEGES AND UNIVERSITIES.

$....... is appropriated from the general fund for the biennium ending June 30, 2015,
to the Board of Trustees of the Minnesota State Colleges and Universities for the purpose
of the pilot program created in section 1.
