  1.1                          A bill for an act 
  1.2             relating to health; expanding the intervention 
  1.3             services provided through the Institute for Child and 
  1.4             Adolescent Sexual Health; requiring reports; 
  1.5             appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [INSTITUTE FOR CHILD AND ADOLESCENT SEXUAL 
  1.8   HEALTH; EXPANDED PROJECTS.] 
  1.9      The Institute for Child and Adolescent Sexual Health 
  1.10  established in Laws 1992, chapter 571, article 1, section 28, 
  1.11  Laws 1993, chapter 326, article 12, section 16, and Laws 1994, 
  1.12  chapter 636, article 9, section 12, must continue to provide 
  1.13  intervention services for children who are exhibiting sexually 
  1.14  aggressive behavior, ages 8 to 10, who do not currently receive 
  1.15  any treatment because they are too young to be considered 
  1.16  competent to stand trial and who often do not get services from 
  1.17  child protection because they are not responsible for the care 
  1.18  and feeding of their victims.  One pilot project must develop 
  1.19  and implement an earlier intervention strategies program for 
  1.20  younger children identified as high risk to become sex offenders 
  1.21  who reside in Ramsey county.  The second pilot project must 
  1.22  develop and implement an earlier intervention strategies program 
  1.23  for younger children identified as high risk to become sex 
  1.24  offenders who reside in a greater Minnesota urban center.  The 
  1.25  third pilot project must develop and implement an earlier 
  2.1   intervention strategies program for younger children identified 
  2.2   as high risk to become sex offenders who reside in communities 
  2.3   where the population base is too small to support an 
  2.4   intervention program. 
  2.5      Sec. 2.  [REPORT.] 
  2.6      The Institute for Child and Adolescent Sexual Health must 
  2.7   report to the legislature before .......... on the status and 
  2.8   preliminary findings of the pilot projects under section 1. 
  2.9      Sec. 3.  [APPROPRIATION.] 
  2.10     $200,000 is appropriated from the general fund to the 
  2.11  health department for the purposes of section 1.  The 
  2.12  appropriation is available until expended.
