A bill for an act
relating to human services; establishing the substance use disorder treatment
Pathfinder Companion pilot project; requiring a report; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin SUBSTANCE USE DISORDER TREATMENT PATHFINDER
COMPANION PILOT PROJECT.

new text begin (a) The commissioner of human services, in consultation with the North Metro Mental
Health Roundtable, shall conduct a one-year pilot project beginning September 1, 2021,
that monitors the use of the Pathfinder Companion application, which includes a phone-based
application that allows individuals in recovery to connect with peers, resources, providers,
and others helping with recovery after an individual is discharged from treatment, and a
computer-based application that allows providers to prioritize care, connect directly with
patients, and monitor long-term outcomes and recovery effectiveness, by individuals in
substance use disorder recovery and their providers, in order to evaluate the effects of the
application on treatment outcomes described in paragraph (b).

new text begin (b) The pilot project shall monitor and evaluate the effects of using the Pathfinder
Companion application on treatment outcomes, including but not limited to tracking and
analyzing information regarding participants' engagement with the application, social activity
levels, and other social determinants, in order to consider whether the addition of digital
recovery support services alongside traditional methods of recovery treatment improves
treatment outcomes.

Health Roundtable, shall report on the results of the pilot project to the chairs and ranking
minority members of the legislative committees with jurisdiction over substance use disorder
treatment by October 1, 2022.

Sec. 2. new text begin APPROPRIATION; SUBSTANCE USE DISORDER TREATMENT
PATHFINDER COMPANION PILOT PROJECT.

new text begin $250,000 in fiscal year 2022 is appropriated from the general fund to the commissioner
of human services for a grant to the North Metro Mental Health Roundtable to conduct the
substance use disorder Pathfinder Companion pilot project in section 1. Of this appropriation,
up to $200,000 is for licensed use of the Pathfinder Companion application for individuals
participating in the pilot project, and up to $50,000 is for licensed use of the Pathfinder
Bridge application for providers participating in the pilot project. This is a onetime
appropriation and is available until August 31, 2022.
