  1.1                          A bill for an act 
  1.2             relating to human services; extending the expiration 
  1.3             date for certain advisory councils and committees; 
  1.4             amending Minnesota Statutes 2000, section 15.059, 
  1.5             subdivisions 5 and 5a. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 15.059, 
  1.8   subdivision 5, is amended to read: 
  1.9      Subd. 5.  [EXPIRATION DATE.] (a) Unless a different date is 
  1.10  specified by law, the existence of each advisory council and 
  1.11  committee established before January 1, 1997, terminates June 
  1.12  30, 1997.  An advisory council or committee established by law 
  1.13  and in existence after June 30, 1997, expires on the date 
  1.14  specified in the law establishing the group or on June 30, 2001 
  1.15  2005, whichever is sooner.  This subdivision applies whether or 
  1.16  not the law establishing the group provides that the group is 
  1.17  governed by this section. 
  1.18     (b) An advisory council or committee does not expire in 
  1.19  accordance with paragraph (a) if it: 
  1.20     (1) is an occupational licensure advisory group to a 
  1.21  licensing board or agency; 
  1.22     (2) administers and awards grants; or 
  1.23     (3) is required by federal law or regulation. 
  1.24  A council or committee covered by this paragraph expires June 
  1.25  30, 2001 2005. 
  2.1      Sec. 2.  Minnesota Statutes 2000, section 15.059, 
  2.2   subdivision 5a, is amended to read: 
  2.3      Subd. 5a.  [LATER EXPIRATION.] Notwithstanding subdivision 
  2.4   5, the advisory councils and committees listed in this 
  2.5   subdivision do not expire June 30, 1997.  These groups expire 
  2.6   June 30, 2001 2005, unless the law creating the group or this 
  2.7   subdivision specifies an earlier expiration date. 
  2.8      Investment advisory council, created in section 11A.08; 
  2.9      Intergovernmental information systems advisory council, 
  2.10  created in section 16B.42, expires June 30, 1999; 
  2.11     Feedlot and manure management advisory committee, created 
  2.12  in section 17.136; 
  2.13     Aquaculture advisory committee, created in section 17.49; 
  2.14     Dairy producers board, created in section 17.76; 
  2.15     Pesticide applicator education and examination review 
  2.16  board, created in section 18B.305; 
  2.17     Advisory seed potato certification task force, created in 
  2.18  section 21.112; 
  2.19     Food safety advisory committee, created in section 28A.20;
