  1.1                          A bill for an act 
  1.2             relating to natural resources; requiring an analysis 
  1.3             of management options for school trust land in the 
  1.4             boundary waters canoe area; temporarily suspending the 
  1.5             disposal of school trust land in the boundary waters 
  1.6             canoe area. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [ANALYSIS OF SCHOOL TRUST LAND MANAGEMENT 
  1.9   OPTIONS IN THE BOUNDARY WATERS CANOE AREA.] 
  1.10     Subdivision 1.  [DEFINITIONS.] (a) The terms defined in 
  1.11  this subdivision apply to this act. 
  1.12     (b) "Boundary waters canoe area" has the meaning given in 
  1.13  Minnesota Statutes, section 84.523, subdivision 1. 
  1.14     (c) "School trust land" has the meaning given in Minnesota 
  1.15  Statutes, section 92.025. 
  1.16     Subd. 2.  [REPORT.] (a) By February 1, 2004, the 
  1.17  commissioner of natural resources must report to the legislative 
  1.18  committees with jurisdiction over natural resources policy and 
  1.19  finance and education policy and finance and the permanent 
  1.20  school fund advisory committee regarding the potential fiscal 
  1.21  impacts of school trust land management options in the boundary 
  1.22  waters canoe area.  The report must identify management options 
  1.23  for the school trust land in the boundary waters canoe area, 
  1.24  including, but not limited to: 
  1.25     (1) appropriation of a recreational surcharge to the 
  1.26  permanent school fund for the current use of the land; 
  2.1      (2) federal purchase of the land; and 
  2.2      (3) a land exchange with the federal government. 
  2.3      (b) For each option identified under paragraph (a), the 
  2.4   report must assess the economic costs and benefits with respect 
  2.5   to: 
  2.6      (1) the permanent school fund, including the rates of 
  2.7   return on assets; 
  2.8      (2) Cook, St. Louis, and Lake counties, including federal 
  2.9   payments to those counties; and 
  2.10     (3) the state. 
  2.11     Sec. 2.  [TEMPORARY PROHIBITION ON DISPOSAL OF SCHOOL TRUST 
  2.12  LANDS IN BOUNDARY WATERS CANOE AREA.] 
  2.13     Notwithstanding Minnesota Statutes, section 92.13, the 
  2.14  commissioner of natural resources may not dispose of school 
  2.15  trust land in the boundary waters canoe area until the end of 
  2.16  the legislative session following the submission of the report 
  2.17  required by section 1.
