A bill for an act
relating to economic development; appropriating money for youth employment
programs.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION.

new text begin (a) $4,500,000 in fiscal year 2014 and $4,500,000 in fiscal year 2015 are
appropriated from the workforce development fund to the commissioner of employment
and economic development for grants to fund youth workforce employment programs.
From this amount, the commissioner shall distribute the following grants:

new text begin (1) $1,250,000 each year is for the youth workforce development competitive grant
program;
new text end

new text begin (2) $162,500 each year is for the South Central Workforce Council/Minnesota
Valley Action Council;
new text end

new text begin (3) $162,500 each year is for the Northeast Minnesota Office of Job Training;
new text end

new text begin (4) $450,000 each year is for the Boys and Girls Club of the Twin Cities;
new text end

new text begin (5) $675,000 each year is for the city of St. Paul for the Parks and Recreation Youth
Job Corps;
new text end

new text begin (6) $1,020,000 each year is for the Minneapolis Step Up youth employment program;
new text end

new text begin (7) $360,000 each year is for the Minneapolis Learn to Earn/Teen Teamworks
program; and
new text end

new text begin (8) $420,000 each year is for the Project Vector program in Intermediate School
District No. 287.

new text begin (b) The commissioner shall establish criteria for awarding the grants in paragraph (a).
This appropriation is available in either year of the biennium and is available until spent.
