A bill for an act
relating to public health; requiring facial covering at certain times; adding an
exception to the prohibition on concealing identity; amending Minnesota Statutes
2020, section 609.735.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2020, section 609.735, is amended to read:


609.735 CONCEALING IDENTITY.

A person whose identity is concealed by the person in a public place by means of a robe,
mask, or other disguisedeleted text begin , unless based on religious beliefs, or incidental to amusement,
entertainment, protection from weather, or medical treatment,

Sec. 2. new text begin FACIAL COVERING REQUIRED.

new text begin The provisions of Executive Order 20-81 signed and filed with the secretary of state on
July 22, 2020, as amended by subsequent executive orders signed and filed with the secretary
of state, establishing requirements for the mandatory use of facial coverings by individuals
while indoors at Minnesota businesses and public settings, and at outdoor settings where
social distancing of six feet is not possible, including exceptions to the mandatory facial
covering requirements, circumstances where facial coverings may be temporarily removed,
and penalties for noncompliance, shall remain in effect until December 31, 2021, or upon
the declaration by the United States Centers for Disease Control and Prevention that the
use of facial coverings is no longer recommended, whichever occurs first.
