  1.1                          A bill for an act 
  1.2             relating to traffic regulations; restricting 
  1.3             differential between maximum and minimum speed limits 
  1.4             on controlled access highways; amending Minnesota 
  1.5             Statutes 2002, section 169.14, subdivision 8. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 169.14, 
  1.8   subdivision 8, is amended to read: 
  1.9      Subd. 8.  [MINIMUM SPEEDS.] On determining upon the basis 
  1.10  of an engineering and traffic investigation that a speed at 
  1.11  least as great as, or in excess of, a specified and determined 
  1.12  minimum is necessary to the reasonable and safe use of any trunk 
  1.13  highway or portion thereof, the commissioner may erect 
  1.14  appropriate signs specifying the minimum speed on such highway 
  1.15  or portion thereof.  On controlled access highways, the 
  1.16  difference between the maximum and minimum speed limits may not 
  1.17  exceed ten miles per hour.  The minimum speed shall be effective 
  1.18  when such signs are erected.  Any speeds less than the posted 
  1.19  minimum speeds shall be prima facie evidence that the speed is 
  1.20  not reasonable or prudent and that it is unlawful.
