  1.1                          A bill for an act 
  1.2             relating to education; authorizing a planning grant to 
  1.3             create an urban agricultural high school; 
  1.4             appropriating money; amending Minnesota Statutes 1998, 
  1.5             section 41D.02, subdivision 2. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1998, section 41D.02, 
  1.8   subdivision 2, is amended to read: 
  1.9      Subd. 2.  [ELEMENTARY AND SECONDARY AGRICULTURAL 
  1.10  EDUCATION.] The council may provide grants for: 
  1.11     (1) planning and establishment costs for elementary and 
  1.12  secondary agriculture education programs; 
  1.13     (2) new instructional and communication technologies; and 
  1.14     (3) curriculum updates. 
  1.15     Sec. 2.  [URBAN AGRICULTURAL HIGH SCHOOL.] 
  1.16     Subdivision 1.  [WORKING GROUP ESTABLISHED.] The 
  1.17  commissioner of children, families, and learning, in 
  1.18  collaboration with the Minnesota agriculture education 
  1.19  leadership council, must establish a working group to develop a 
  1.20  proposal for an urban agricultural high school. 
  1.21     Subd. 2.  [GRANT PURPOSES.] The working group is eligible 
  1.22  for a planning grant.  The planning grant may be used for 
  1.23  curriculum design, demographic research, development of 
  1.24  partnerships, site acquisition, market assessment of student 
  1.25  interest, and facility predesign purposes. 
  2.1      Subd. 3.  [REPORT.] The Minnesota agriculture education 
  2.2   leadership council must present a report to the legislature by 
  2.3   January 15, 2000. 
  2.4      Subd. 4.  [STATE BONDS.] Any request for state bonding 
  2.5   proceeds must be submitted by the working group to the 
  2.6   department of children, families, and learning by November 1, 
  2.7   1999. 
  2.8      Sec. 3.  [APPROPRIATIONS.] 
  2.9      Subdivision 1.  [DEPARTMENT OF CHILDREN, FAMILIES, AND 
  2.10  LEARNING.] $350,000 is appropriated in fiscal year 2000 from the 
  2.11  general fund to the commissioner of children, families, and 
  2.12  learning for a planning grant for an urban agricultural high 
  2.13  school.  This appropriation is available until June 30, 2001. 
  2.14     Subd. 2.  [AGRICULTURAL LITERACY GRANTS.] $450,000 in 
  2.15  fiscal year 2000 and $450,000 in fiscal year 2001 are 
  2.16  appropriated from the general fund to the Minnesota agriculture 
  2.17  education leadership council for grants to school districts for 
  2.18  agricultural literacy and for elementary, secondary, and 
  2.19  community agricultural programs. 
  2.20     Subd. 3.  [UNIVERSITY OF MINNESOTA.] $200,000 in fiscal 
  2.21  year 2000 and $200,000 in fiscal year 2001 are appropriated from 
  2.22  the general fund to the board of regents of the University of 
  2.23  Minnesota for the Minnesota agriculture education leadership 
  2.24  council for grants under Minnesota Statutes, chapter 41D. 
  2.25     Subd. 4.  [MINNESOTA STATE COLLEGES AND 
  2.26  UNIVERSITIES.] $200,000 in fiscal year 2000 and $200,000 in 
  2.27  fiscal year 2001 are appropriated from the general fund to the 
  2.28  board of trustees of the Minnesota state colleges and 
  2.29  universities for increased agricultural programming, including 
  2.30  the two plus two programs, and for expanded agricultural 
  2.31  education programs. 
  2.32     Sec. 4.  [EFFECTIVE DATE.] 
  2.33     Sections 1 to 3 are effective July 1, 1999.
