  1.5      Section 1.  [MINNESOTA PROJECT INNOVATION; APPROPRIATION.] 
  1.6      $350,000 in fiscal year 1998 and $350,000 in fiscal year 
  1.7   1999 is appropriated from the general fund to the Minnesota
