A bill for an act
relating to state government; adding legislators who represent the capitol area
as nonvoting members of the Capitol Area Architectural and Planning Board;
amending Minnesota Statutes 2006, section 15B.03, subdivision 1.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2006, section 15B.03, subdivision 1, is amended to read:


Subdivision 1.

Membership.

(a) The Capitol Area Architectural and Planning
Board, called the board or the CAAPB in this chapter, has deleted text begin tendeleted text end new text begin 12new text end members.

(b) The lieutenant governor is a member.

(c) The governor must appoint four members.

(d) The mayor of St. Paul must appoint three members with the advice and consent
of the city council. One of the mayor's appointees must be a resident of the planning
council district that includes the Capitol Area.

(e) The speaker of the house must appoint a member of the house of representatives
and the president of the senate must appoint a senator.new text begin In addition, the members of the
house of representatives and of the senate whose legislative districts include the greatest
part of the capitol area serve ex officio as nonvoting members of the board. The nonvoting
members must not be counted for purposes of determining a quorum.

(f) Each appointee must qualify by taking the oath of office.
