  1.1                          A bill for an act 
  1.2             relating to waste management; providing grants to 
  1.3             political subdivisions to retire debt for waste 
  1.4             processing facilities for which the political 
  1.5             subdivisions are responsible; appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      $245,000,000 is appropriated from the general fund to the 
  1.9   director of the office of environmental assistance for grants to 
  1.10  eligible political subdivisions to retire the construction debt 
  1.11  for mixed municipal solid waste processing facilities, as 
  1.12  defined in Minnesota Statutes, section 115A.03, for which the 
  1.13  political subdivisions are ultimately responsible.  The 
  1.14  political subdivisions eligible for grants under this section 
  1.15  are: 
  1.16     (1) the counties of Anoka, Chisago, Douglas, Faribault, 
  1.17  Fillmore, Hennepin, Isanti, Kanabec, Lake of the Woods, Martin, 
  1.18  Mille Lacs, Olmsted, Pennington, Polk, Pope, Ramsey, Sherburne, 
  1.19  Swift, Washington, and Wright; 
  1.20     (2) the cities of Fergus Falls and Thief River Falls; and 
  1.21     (3) the Tri-County Solid Waste Commission and the Western 
  1.22  Lake Superior Sanitary District.
