  1.1                          A bill for an act 
  1.2             relating to human services; appropriating money to 
  1.3             reimburse day training and habilitation providers for 
  1.4             days the provider was closed due to severe weather. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $....... is appropriated in fiscal year 2000 from the 
  1.8   general fund to the commissioner of human services to reimburse 
  1.9   day training and habilitation providers for days during which 
  1.10  the provider was closed as a result of severe weather conditions 
  1.11  from November 1, 1998, to March 31, 1999.  A day training 
  1.12  provider must request the aid and provide relevant information 
  1.13  to the commissioner, including verification of the inability to 
  1.14  make up days within the provider's yearly budget program 
  1.15  calendar.  If the appropriation is insufficient to reimburse for 
  1.16  all closed days reported by providers, the commissioner shall 
  1.17  disburse the funds to those providers demonstrating the greatest 
  1.18  need, measured by the amount of a provider's losses in 
  1.19  proportion to the provider's overall budget.  This money shall 
  1.20  be distributed no later than September 15, 1999.
