  1.1                          A bill for an act 
  1.2             relating to government operations; providing for a 
  1.3             uniform business identifier to assist businesses in 
  1.4             their dealings with the state; providing for 
  1.5             electronic filing and information retrieval pertaining 
  1.6             to business licenses; appropriating money. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [UNIFORM BUSINESS IDENTIFIER; ELECTRONIC 
  1.9   LICENSURE FILING AND RETRIEVAL.] 
  1.10     Subdivision 1.  [PHASE I - SYSTEM CREATION; OFFICE OF 
  1.11  TECHNOLOGY.] The Minnesota office of technology shall design and 
  1.12  implement a uniform business identifier system to provide a 
  1.13  business with a single account number for its dealings with all 
  1.14  state agencies.  The system must be designed and maintained so 
  1.15  that it may be used as part of the electronic filing and 
  1.16  retrieval system required by subdivisions 2 and 3. 
  1.17     Subd. 2.  [PHASE II - ELECTRONICALLY ACCESSIBLE 
  1.18  INFORMATION.] By December 31, 1998, the office shall design, 
  1.19  establish, implement, and maintain an electronic system to allow 
  1.20  the public to retrieve via computer information prepared by the 
  1.21  office on licenses and their requirements.  The office shall 
  1.22  establish the format and standards for retrieval consistent with 
  1.23  state information and data interchange policies.  The office 
  1.24  will work in collaboration with the department of trade and 
  1.25  economic development bureau of licensing. 
  1.26     Subd. 3.  [PHASE III - ELECTRONIC FILING OF LICENSE 
  2.1   APPLICATIONS.] By December 31, 2000, the office shall design, 
  2.2   establish, implement, and maintain an electronic system to allow 
  2.3   the public to file via computer electronic applications for 
  2.4   business licenses and permits as defined in Minnesota Statutes, 
  2.5   sections 116C.24, subdivision 5, and 116J.70, subdivision 2, and 
  2.6   for the occupational and other licenses, registrations, 
  2.7   certifications, and permits described in Minnesota Statutes, 
  2.8   section 116J.70, subdivision 2a, clauses (1) and (3).  The 
  2.9   office shall, consistent with Minnesota Statutes, section 
  2.10  116J.83, and in consultation with each agency having 
  2.11  jurisdiction to approve or deny a license, identify the licenses 
  2.12  which can be electronically applied for, and shall establish the 
  2.13  standards and formats for such applications consistent with 
  2.14  state information and data interchange policies. 
  2.15     Subd. 4.  [CONTRACTS TO PERFORM DUTIES.] The office may 
  2.16  enter into contracts with public and private entities to carry 
  2.17  out its duties under this section.  The office will integrate 
  2.18  this project with the state's north star initiative. 
  2.19     Subd. 5.  [INTERGOVERNMENTAL COOPERATION.] The departments 
  2.20  of revenue and economic security, the office of secretary of 
  2.21  state, and other state agencies will provide staff to work with 
  2.22  the office of technology and with each other in creating and 
  2.23  operating the systems described in subdivisions 1 to 3.  Funds 
  2.24  for the staff may be provided from the project appropriation 
  2.25  through interagency agreements with the office of technology. 
  2.26     Subd. 6.  [DATA SHARING.] All agencies of state government 
  2.27  may share information among each other to operate the systems 
  2.28  described in subdivisions 1 to 3. 
  2.29     Sec. 2.  [APPROPRIATION.] 
  2.30     $....... is appropriated from the general fund to the 
  2.31  Minnesota office of technology for the purposes of phase I, 
  2.32  described in section 1, subdivision 1, for the biennium ending 
  2.33  June 30, 1999.  The office will seek project efficiencies that 
  2.34  may be used to fund work in subsequent phases.  The office will 
  2.35  report by June 30, 1998, on project progress and additional 
  2.36  funding requirements for completion of phases II and III, 
  3.1   described in section 1, subdivisions 2 and 3.
