A bill for an act
relating to corrections; developing a formula to divide community supervision
funds between county and state; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) The commissioner of corrections, in consultation with the Association of
Minnesota Counties, the Minnesota Association of County Probation Officers, and
other interested parties, shall develop a formula to divide community supervision funds
between the county and the Department of Corrections, in all counties organized for the
provision of probation services or contracting with the Department of Corrections as
provided in Minnesota Statutes, section 244.19. The formula must be based on criminal
and delinquency case filings occurring within the county as determined by the state
court administrator, sorted by selected offenses, and averaged over a three-year period.
The formula must take into consideration pretrial supervision, supervised diversion, and
a weighting process to reflect the level of resources needed for the supervision of the
selected offenses.

of corrections to the chairs and ranking minority members of the senate and house of
representatives committees and divisions with jurisdiction over corrections finance by
December 15, 2015.
