  1.1                          A bill for an act 
  1.2             relating to corrections; requiring a biennial 
  1.3             performance report from the department of corrections; 
  1.4             amending Minnesota Statutes 2002, section 241.016, 
  1.5             subdivision 1. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 241.016, 
  1.8   subdivision 1, is amended to read: 
  1.9      Subdivision 1.  [ANNUAL BIENNIAL REPORT.] (a) The 
  1.10  department of corrections shall submit a performance report to 
  1.11  the chairs and ranking minority members of the senate and house 
  1.12  committees and divisions having jurisdiction over criminal 
  1.13  justice funding by January 15 of each year, 2005, and every 
  1.14  other year thereafter.  The issuance and content of the report 
  1.15  must include the following: 
  1.16     (1) department strategic mission, goals, and objectives; 
  1.17     (2) the department-wide per diem, adult facility-specific 
  1.18  per diems, and an average per diem, reported in a standard 
  1.19  calculated method as outlined in the departmental policies and 
  1.20  procedures; and 
  1.21     (3) department annual statistics as outlined in the 
  1.22  departmental policies and procedures.  
  1.23     (b) The department shall maintain recidivism rates for 
  1.24  adult facilities on an annual basis.  In addition, each year the 
  1.25  department shall, on an alternating basis, complete a recidivism 
  2.1   analysis of adult facilities, juvenile services, and the 
  2.2   community services divisions and include a three-year recidivism 
  2.3   analysis in the report described in paragraph (a).  When 
  2.4   appropriate, the recidivism analysis must include education 
  2.5   programs, vocational programs, treatment programs, industry, and 
  2.6   employment.
