A bill for an act
relating to human services; appropriating money for first psychotic episode
treatment and services.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin FIRST PSYCHOTIC EPISODE FUNDING.

new text begin (a) $500,000 in fiscal year 2018 and $500,000 in fiscal year 2019 are appropriated from
the general fund to the commissioner of human services to fund special projects to:

new text begin (1) provide intensive treatment and supports to adolescents and young adults experiencing
a first psychotic episode. Intensive treatment and support includes medication management,
psychoeducation for the individual and family, care coordination, employment supports,
education supports, cognitive behavioral approaches, cognitive remediation, social skills
training, peer support, crisis planning, and stress management. Projects must use all available
funding streams; and

new text begin (2) conduct outreach, training, and guidance to mental health and health care
professionals, including postsecondary health clinics, on early psychosis symptoms, screening
tools, and best practices.

new text begin This amount must be added to the base appropriation.

new text begin (b) $250,000 in fiscal year 2018 and $250,000 in fiscal year 2019 are appropriated from
the general fund to the commissioner of human services for adolescents and young adults
who live in rural areas experiencing a first psychotic episode to pay for housing and travel
when these are barriers to individuals and their families participating in intensive treatment
and supports.
