  1.1                          A bill for an act 
  1.2             relating to crime; defining the crime of laser 
  1.3             assault; imposing criminal penalties; proposing coding 
  1.4             for new law in Minnesota Statutes, chapter 609. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [609.2247] [LASER ASSAULT.] 
  1.7      Subdivision 1.  [DEFINITIONS.] (a) The terms in this 
  1.8   subdivision apply to this section. 
  1.9      (b) "Laser" means any device that can be made to produce or 
  1.10  amplify electromagnetic radiation at specified wavelengths. 
  1.11     (c) "Laser radiation" means all electromagnetic radiation 
  1.12  emitted by a laser product with a specific spectral range that 
  1.13  is produced as a result of controlled stimulated emission or 
  1.14  that is detachable with radiation so produced through the 
  1.15  appropriate aperture stop and within the appropriate solid angle 
  1.16  of acceptance.  
  1.17     Subd. 2.  [LASER ASSAULT.] A person who intentionally 
  1.18  points a beam of laser radiation at another person's eye commits 
  1.19  laser assault and may be sentenced to imprisonment for not more 
  1.20  than one year or to payment of a fine of not more than $3,000, 
  1.21  or both. 
  1.22     Subd. 3.  [EXCEPTION.] This section does not apply to a 
  1.23  licensed health care provider who is treating a patient. 
  1.24     Sec. 2.  [EFFECTIVE DATE.] 
  1.25     Section 1 is effective August 1, 1999, and applies to 
  2.1   crimes committed on or after that date.
