A bill for an act
relating to education; establishing a center for legislative educational analysis
research and navigation in the next generation; proposing coding for new law
in Minnesota Statutes, chapter 127A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

ANALYSIS, RESEARCH, AND NAVIGATION IN THE NEXT GENERATION.

new text begin Establishment. new text end

new text begin The Center for Legislative Educational Analysis,
Research, and Navigation in the Next Generation (LEARNING) is established to provide
the legislature with research, analysis, and policy guidance in the area of prekindergarten
through grade 12 education.

new text begin Studies. new text end

new text begin The legislature may request studies by LEARNING and may
require regular progress reports to the appropriate standing committees of the house
of representatives and the senate. LEARNING may contract with another agent for
assistance.

new text begin Nonstate funds. new text end

new text begin LEARNING may solicit gifts and grants from nonstate
sources for purposes related to the duties of LEARNING. Money received from a gift or
grant is appropriated to LEARNING for the purposes specified in the gift or grant. If
nonstate funding cannot be secured for LEARNING, then the legislature must not make
requests of LEARNING.

new text begin State agencies to cooperate with LEARNING. new text end

new text begin LEARNING may call
upon any agency or political subdivision of the state for available data, and the agencies
shall cooperate with the commission to the fullest possible extent.
