  1.1                          A bill for an act
  1.2             relating to transportation; authorizing cities, 
  1.3             counties, and transit commissions and authorities 
  1.4             outside the metropolitan area to provide certain 
  1.5             paratransit outside their service areas; requiring 
  1.6             such service to be under contract; amending Minnesota 
  1.7             Statutes 1994, section 174.24, by adding a subdivision.
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1994, section 174.24, is 
  1.10  amended by adding a subdivision to read: 
  1.11     Subd. 6.  [SERVICE CONTRACTS.] (a) Any legislatively 
  1.12  established public transit commission or authority, county, or 
  1.13  statutory or home rule charter city that (1) is located outside 
  1.14  the metropolitan area, and (2) provides financial assistance to 
  1.15  or operates public transit, may provide paratransit as a 
  1.16  complement to fixed route service as required in United States 
  1.17  Code, title 42, section 12143, as amended through December 31, 
  1.18  1994, outside its jurisdictional boundaries. 
  1.19     (b) Service described in paragraph (a) may be provided only 
  1.20  if (1) the commission, authority, county, or city enters into a 
  1.21  contract for the service with a political subdivision, 
  1.22  individual, or private entity for the service, and (2) the 
  1.23  contract requires full or partial payment to the commission, 
  1.24  authority, county, or city for the cost of the service. 
  1.25     Sec. 2.  [EFFECTIVE DATE.] 
  1.26     Section 1 is effective the day following final enactment.
