A bill for an act
relating to local government; authorizing the cities of West St. Paul and South St.
Paul to designate the primary ambulance service within the cities.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin SOUTH ST. PAUL; WEST ST. PAUL; EMERGENCY MEDICAL
SERVICES.

new text begin Notwithstanding Minnesota Statutes, chapter 144E, or any other law to the contrary,
through a joint powers agreement, the cities of South St. Paul and West St. Paul may
designate the combined area of their cities as a primary service area under Minnesota
Statutes, chapter 144E, and designate the South Metro Fire Department as the primary
ambulance service provider for that area. The cities must notify the Emergency Medical
Services Board of the designation. The designation is not effective for a period of at
least 30 calendar days after notification. Within 30 calendar days after receiving the
notice, the Emergency Medical Services Board shall adjust the primary service areas
accordingly so that any area that is no longer part of a primary service area is included in a
new primary service area.
