A bill for an act
relating to energy; appropriating money to match federal grant for Midwest
Bioenergy Research Center.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION FOR BIOENERGY RESEARCH GRANT.

new text begin $125,000,000 is appropriated to the Board of Regents of the University of Minnesota
to establish a research center for conducting fundamental research on plants and microbes
to develop genomics-based solutions for renewable energy sources. This appropriation
is available as grants in increments of $25,000,000 per year over five years to match
dollar-for-dollar federal grants for this purpose, beginning the fiscal year when the United
States Department of Energy awards the university $125,000,000 over a five-year period
to establish the research center for bioenergy development. This appropriation is available
until expended or the commissioner of finance determines that the federal grant for a
bioenergy development center will not be awarded to the University of Minnesota.
