  1.1                          A bill for an act 
  1.2             relating to health; applying licensure regulations and 
  1.3             requirements to the alkaline hydrolysis process; 
  1.4             amending Minnesota Statutes 2002, section 149A.02, by 
  1.5             adding a subdivision; proposing coding for new law in 
  1.6             Minnesota Statutes, chapter 149A. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2002, section 149A.02, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 1a.  [ALKALINE HYDROLYSIS.] "Alkaline hydrolysis" 
  1.11  means the reduction of a dead human body to essential elements 
  1.12  through exposure to a combination of heat and alkaline 
  1.13  hydrolysis and the repositioning or movement of the body during 
  1.14  the process to facilitate reduction, the processing of the 
  1.15  remains after removal from the alkaline hydrolysis chamber, 
  1.16  placement of the processed remains in a remains container, and 
  1.17  release of the remains to an appropriate party.  Alkaline 
  1.18  hydrolysis is a form of final disposition. 
  1.19     Sec. 2.  [149A.015] [ALKALINE HYDROLYSIS.] 
  1.20     For purposes of this chapter, the disposal of a dead human 
  1.21  body through the process of alkaline hydrolysis shall be subject 
  1.22  to the same licensing requirements and regulations that apply to 
  1.23  cremation, crematories, and cremated remains as described in 
  1.24  this chapter.  The licensing requirements and regulations of 
  1.25  this chapter shall also apply to the entities where the process 
  1.26  of alkaline hydrolysis occurs and to the remains that result 
  2.1   from the alkaline hydrolysis process.
