  1.1                          A bill for an act 
  1.2             relating to elections; authorizing a pilot project to 
  1.3             register voters and conduct absentee voting by the 
  1.4             Internet. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [VOTER REGISTRATION AND VOTING BY INTERNET AND 
  1.7   FACSIMILE AUTHORIZED.] 
  1.8      Notwithstanding contrary provisions of the Minnesota 
  1.9   election law, upon request of a city or county, the secretary of 
  1.10  state shall designate up to three cities or counties at 
  1.11  municipal general elections in 2003 or at the 2004 state general 
  1.12  election to conduct the following acts by facsimile transmission 
  1.13  or electronically through the Internet, if Internet facilities 
  1.14  that provide for security and election integrity are available, 
  1.15  in place of the United States mail: 
  1.16     (1) register an individual to vote; 
  1.17     (2) receive requests for absentee ballots; 
  1.18     (3) transmit absentee ballots to voters; and 
  1.19     (4) receive absentee ballots from voters.
