A bill for an act
relating to capital improvements; appropriating money to preserve and renovate
a facility that provides educational and cultural experiences to students, tourists,
and Minnesota residents in the city of Minneapolis; authorizing the sale and
issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $7,000,000 is appropriated from the bond proceeds
fund to the Minneapolis Park and Recreation Board to predesign, design, engineer,
construct, and complete preservation and renovation of a facility that provides educational
and cultural experiences to students, tourists, and Minnesota residents in the city of
Minneapolis that is open to the public in conjunction with a private nonprofit institution
located on Minneapolis Park Board land on the site of the old Parade Grounds, subject
to Minnesota Statutes, section 16A.695. This appropriation will be matched with up to
$1,500,000 in nonstate funds. The preservation and renovation will include infrastructure
replacement or repair, increased physical accessibility to meet the Americans with
Disabilities Act, and increasing energy efficiency of related facilities.

new text begin To provide the money appropriated in this section from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $7,000,000 in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
