A bill for an act
relating to economic development; appropriating money for certain small business
relief grants.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; SMALL BUSINESS RELIEF GRANTS.

new text begin (a) $5,000,000 in fiscal year 2021 is appropriated from the federal coronavirus relief
fund to the commissioner of employment and economic development for grants under Laws
2020, First Special Session chapter 1, section 4, to certain small businesses as provided in
this section.

new text begin (b) The commissioner of employment and economic development shall communicate
and coordinate the administration of this section with the initiative foundations and nonprofit
corporations selected to operate the small business relief grants program under Laws 2020,
First Special Session chapter 1, section 4.

new text begin (c) A business is eligible to receive a small business relief grant from funds appropriated
under this section if:

new text begin (1) the business was selected through a lottery process described in Laws 2020, First
Special Session chapter 1, section 4, but unable to receive the grant award because the
business was not in good standing with the secretary of state as of March 1, 2020;
new text end

new text begin (2) the business is able to provide evidence to the applicable initiative foundation or
nonprofit corporation that the business has obtained good standing with the secretary of
state; and

new text begin (3) the business meets all other requirements of the small business relief grants program.

new text begin (d) Businesses meeting the criteria under paragraph (c) shall receive grant awards on a
first-come, first-served basis.

new text begin (e) Any funds appropriated under this section that are not awarded by December 1, 2020,
shall be returned to the federal coronavirus relief fund.
