A bill for an act
relating to higher education; creating a Minnesota State Colleges and Universities
administrative reform task force.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

ADMINISTRATIVE REFORM TASK FORCE.

new text begin The chancellor of the Minnesota State Colleges and
Universities must convene a task force to determine opportunities to reduce administrative
expenditures that are not directly related to student instruction and success.

new text begin Members and chairs. new text end

new text begin (a) The task force must include:
new text end

new text begin (1) one member from each of the bargaining units representing employees within
Minnesota State Colleges and Universities as chosen by the bargaining unit;
new text end

new text begin (2) a student representative from each of the recognized statewide student organizations
as chosen by those student organizations;
new text end

new text begin (3) three campus presidents, one representing a university, one representing a community
college, and one representing a technical college;
new text end

new text begin (4) Minnesota State Colleges and Universities employees, as necessary to provide
technical expertise; and
new text end

new text begin (5) one representative of the Board of Trustees, as selected by the board.

new text begin (b) The chancellor shall determine the number of positions for bargaining units under
paragraph (a), clause (1), and the student organizations to be represented under paragraph
(a), clause (2). The chancellor shall select the individuals to serve on the task force under
paragraph (a), clauses (3) and (4).

new text begin (c) The task force shall be cochaired by the representative of the Board of Trustees and
a student representative chosen at the first meeting.

new text begin The task force must submit a report to the legislative committees with
jurisdiction over higher education by January 15, 2018.
