  1.1                          A bill for an act
  1.2             relating to education; establishing a demonstration 
  1.3             project to provide HIV/AIDS prevention grants to 
  1.4             school districts; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [DEMONSTRATION PROJECTS FOR HIV EDUCATION IN 
  1.7   SCHOOLS.] 
  1.8      The commissioner of children, families, and learning shall 
  1.9   establish a demonstration project to provide grants to school 
  1.10  districts to develop effective strategies and programs to 
  1.11  prevent and reduce the risk of HIV/AIDS as required under 
  1.12  Minnesota Statutes, section 121.203.  In selecting school 
  1.13  districts to participate in the demonstration project, the 
  1.14  commissioner shall give first priority to school districts 
  1.15  located outside of the seven-county metropolitan area, and 
  1.16  second priority to school districts in the seven-county 
  1.17  metropolitan area that are located outside of the cities of 
  1.18  Minneapolis and St. Paul.  The commissioner shall issue a 
  1.19  request for proposals by October 1, 1997, and shall select 
  1.20  school districts by December 15, 1997.  The commissioner shall 
  1.21  evaluate the demonstration projects and by June 15, 1999, 
  1.22  develop model programs for school districts to use in 
  1.23  implementing Minnesota Statutes, section 121.203. 
  1.24     Sec. 2.  [APPROPRIATION.] 
  1.25     $600,000 is appropriated from the general fund to the 
  2.1   commissioner of children, families, and learning for the 
  2.2   biennium ending June 30, 1999, to implement section 1.
