  1.1                          A bill for an act 
  1.2             relating to employment; requiring the commissioner of 
  1.3             economic security to collect certain information about 
  1.4             employment and training programs. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [PROGRAM REPORTING.] 
  1.7      By January 31, 2000, the commissioner of economic security 
  1.8   shall collect the following information regarding each 
  1.9   employment and training program funded wholly or partly with 
  1.10  state or federal funds, and, in conjunction with the governor's 
  1.11  workforce development council, shall report the results to the 
  1.12  legislature: 
  1.13     (1) a brief description of the program, including a mission 
  1.14  statement, a list of goals, and information on services provided 
  1.15  by the organization; 
  1.16     (2) a brief statement that demonstrates the need for the 
  1.17  program (e.g., the program serves a targeted population with 
  1.18  needs unmet by other employment and training organizations, or 
  1.19  provides services in an area with high unemployment rates and 
  1.20  poor access to other training organizations); 
  1.21     (3) the number of participants served in a year and the 
  1.22  percentage that successfully complete the program; 
  1.23     (4) the per participant cost, per placement cost, annual 
  1.24  total cost of the program, and annual administrative cost.  The 
  1.25  cost information must be for the most recent year of operation, 
  2.1   and must include an explanation of what expenses are being 
  2.2   characterized by each program as administrative costs; 
  2.3      (5) a list of all state and federal funding sources 
  2.4   including the amount awarded and the name of the government 
  2.5   agency; 
  2.6      (6) the percentage of trainees with earnings in the 
  2.7   following categories:  (i) $13.26 per hour and above; (ii) from 
  2.8   $9.76 per hour to $13.25 per hour; (iii) from $7.76 per hour to 
  2.9   $9.75 per hour; (iv) from $6.51 per hour to $7.75 per hour; (v) 
  2.10  from $5.26 per hour to $6.50 per hour; and (vi) $5.25 per hour 
  2.11  and below.  The department must tabulate data from the most 
  2.12  recent year of operation; 
  2.13     (7) the percentage of participants who find jobs 
  2.14  immediately after program completion, and the percentage of 
  2.15  those participants who retain jobs for one year after program 
  2.16  completion and three years after program completion; 
  2.17     (8) the percentage of participants who do not find jobs 
  2.18  immediately after program completion, and the percentage of 
  2.19  those participants who have jobs one year after program 
  2.20  completion and three years after program completion; 
  2.21     (9) the average gain in earnings immediately after program 
  2.22  completion, six months after program completion, one year after 
  2.23  program completion, and three years after program completion, 
  2.24  including any comparative data the organization may have 
  2.25  regarding differences between individuals who did and did not 
  2.26  receive training; 
  2.27     (10) descriptions of any other goals, including community 
  2.28  and business-oriented matters, that the organization pursues, 
  2.29  along with any supporting data the organization has to measure 
  2.30  its success in achieving these goals, including any comparative 
  2.31  data the organization may have regarding differences between 
  2.32  individuals who did and did not receive training; and 
  2.33     (11) the number and types of employment and training 
  2.34  vendors used in the program and the method used by the program 
  2.35  to evaluate the vendors' effectiveness.
