  1.1                          A bill for an act 
  1.2             relating to employment; eliminating the requirement 
  1.3             that prevailing wages be paid under state contracts; 
  1.4             amending Minnesota Statutes 1994, sections 268.92, 
  1.5             subdivision 6; and 471.992, subdivision 1; repealing 
  1.6             Minnesota Statutes 1994, sections 116J.871, 
  1.7             subdivisions 2 and 3; 177.41; 177.42; 177.43; 177.44; 
  1.8             and 471.345, subdivision 7. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 1994, section 268.92, 
  1.11  subdivision 6, is amended to read: 
  1.12     Subd. 6.  [ON-THE-JOB TRAINING COMPONENT.] (a) Programs 
  1.13  established under this section must provide on-the-job training 
  1.14  for swab teams.  Training methods must follow procedures 
  1.15  established under section 144.878, subdivision 5.  
  1.16     (b) Swab team members must receive monetary compensation 
  1.17  equal to the prevailing wage as defined in section 177.42, 
  1.18  subdivision 6, for comparable jobs in the licensed contractor's 
  1.19  principal business. 
  1.20     Sec. 2.  Minnesota Statutes 1994, section 471.992, 
  1.21  subdivision 1, is amended to read: 
  1.22     Subdivision 1.  [ESTABLISHMENT.] Subject to sections 
  1.23  179A.01 to 179A.25 and sections 177.41 to 177.44 but 
  1.24  notwithstanding any other law to the contrary, every political 
  1.25  subdivision of this state shall establish equitable compensation 
  1.26  relationships between female-dominated, male-dominated, and 
  1.27  balanced classes of employees in order to eliminate sex-based 
  2.1   wage disparities in public employment in this state.  A primary 
  2.2   consideration in negotiating, establishing, recommending, and 
  2.3   approving compensation is comparable work value in relationship 
  2.4   to other employee positions within the political subdivision.  
  2.5   This law may not be construed to limit the ability of the 
  2.6   parties to collectively bargain in good faith.  
  2.7      Sec. 3.  [REPEALER.] 
  2.8      Minnesota Statutes 1994, sections 116J.871, subdivisions 2 
  2.9   and 3; 177.41; 177.42; 177.43; 177.44; and 471.345, subdivision 
  2.10  7, are repealed.
