  1.1                          A bill for an act 
  1.2             relating to public safety; allowing matching payments 
  1.3             for certain costs of local governments for installing 
  1.4             certain signs or markers relating to enhanced 911 
  1.5             emergency telephone service; making clarifying 
  1.6             changes; amending Minnesota Statutes 2000, section 
  1.7             403.113, subdivision 3. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 2000, section 403.113, 
  1.10  subdivision 3, is amended to read: 
  1.11     Subd. 3.  [LOCAL EXPENDITURES.] (a) Money distributed under 
  1.12  subdivision 2 for enhanced 911 service may be spent: 
  1.13     (1) on enhanced 911 system costs for the purposes stated in 
  1.14  subdivision 1, paragraph (a).  In addition, money may be spent; 
  1.15     (2) to lease, purchase, lease-purchase, or maintain 
  1.16  enhanced 911 equipment, including telephone equipment; 
  1.17     (3) on recording equipment; 
  1.18     (4) on computer hardware; 
  1.19     (5) on computer software for database provisioning, 
  1.20  addressing, mapping, and any other software necessary for 
  1.21  automatic location identification or local location 
  1.22  identification; 
  1.23     (6) on trunk lines; 
  1.24     (7) on selective routing equipment; 
  1.25     (8) on the master street address guide; 
  1.26     (9) on dispatcher public safety answering point equipment 
  2.1   proficiency and operational skills; 
  2.2      (10) on pay for long-distance charges incurred due to 
  2.3   transferring 911 calls to other jurisdictions; and the 
  2.4      (11) on equipment necessary within the public safety 
  2.5   answering point for community alert systems and to notify and 
  2.6   communicate with the emergency services requested by the 911 
  2.7   caller; and 
  2.8      (12) to address, install, or maintain, on a 
  2.9   dollar-for-dollar matching basis with the county, any associated 
  2.10  signs, posts, or other markers. 
  2.11     (b) Money distributed for enhanced 911 service may not be 
  2.12  spent on: 
  2.13     (1) purchasing or leasing of real estate or cosmetic 
  2.14  additions to or remodeling of communications centers; 
  2.15     (2) mobile communications vehicles, fire engines, 
  2.16  ambulances, law enforcement vehicles, or other emergency 
  2.17  vehicles; or 
  2.18     (3) signs, posts, or other markers related to addressing or 
  2.19  any costs associated with the installation or maintenance of 
  2.20  signs, posts, or markers; except as provided in paragraph (a), 
  2.21  clause (12).
