  1.1                          A bill for an act 
  1.2             relating to disaster relief; authorizing the 
  1.3             commissioner of public safety to make grants to 
  1.4             provide the state match to obtain federal disaster 
  1.5             relief funds; providing an open appropriation to fund 
  1.6             these grants; specifying reporting requirements; 
  1.7             appropriating money; proposing coding for new law in 
  1.8             Minnesota Statutes, chapter 12. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  [12.115] [OPEN APPROPRIATION FOR STATE MATCH TO 
  1.11  OBTAIN FEDERAL DISASTER RELIEF FUNDS.] 
  1.12     Subdivision 1.  [STATE MATCH; OPEN APPROPRIATION.] The 
  1.13  commissioner of public safety may make grants to political 
  1.14  subdivisions to provide the state match requirement to obtain 
  1.15  federal disaster relief for federally declared disasters.  The 
  1.16  amount necessary to make these grants is annually appropriated 
  1.17  to the commissioner of public safety from the general fund.  
  1.18  This amount must be reduced by the amount of any money 
  1.19  specifically appropriated for the same purpose in any year from 
  1.20  any state fund. 
  1.21     Subd. 2.  [REPORT REQUIRED.] Notwithstanding subdivision 1, 
  1.22  no payment may be made from the open appropriation until the 
  1.23  commissioner of public safety has given the commissioner of 
  1.24  finance an estimate of the cost of the state match; the 
  1.25  commissioner of finance has reported the estimate to the chairs 
  1.26  of the senate human resources finance committee, the house ways 
  1.27  and means committee, and the senate and house committees or 
  2.1   divisions having jurisdiction over the budget divisions; and the 
  2.2   commissioner of finance has approved the payment.  If money is 
  2.3   spent under the appropriation in subdivision 1, the commissioner 
  2.4   of public safety shall report within 15 days after the end of 
  2.5   the following quarter on how the money was spent to the 
  2.6   commissioner of finance and the chairs specified in this 
  2.7   subdivision. 
  2.8      Sec. 2.  [EFFECTIVE DATE.] 
  2.9      Section 1 is effective July 1, 1999.
