  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the 
  1.3             issuance of state bonds; appropriating money for stage 
  1.4             II of the reconstruction of the state-owned storm 
  1.5             sewer system from the prison pond in Bayport to the 
  1.6             St. Croix river. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [APPROPRIATION.] 
  1.9      $1,200,000 is appropriated from the bond proceeds fund to 
  1.10  the commissioner of administration for a grant to the city of 
  1.11  Bayport for the Middle St. Croix River Watershed Organization 
  1.12  for stage II to complete the predesign, and for easements and 
  1.13  engineering and construction work to complete the reconstruction 
  1.14  of the state-owned storm sewer system extending from the 
  1.15  Minnesota department of natural resources pond 82-310P (the 
  1.16  prison pond) in Bayport through the Stillwater prison grounds to 
  1.17  the St. Croix river.  Funds remaining from prior appropriations 
  1.18  may be used for construction. 
  1.19     Sec. 2.  [BOND SALE.] 
  1.20     To provide the money appropriated in this act from the bond 
  1.21  proceeds fund, the commissioner of finance shall sell and issue 
  1.22  bonds of the state in an amount up to $1,200,000 in the manner, 
  1.23  upon the terms, and with the effect prescribed by Minnesota 
  1.24  Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  1.25  Constitution, article XI, sections 4 to 7. 
  1.26     Sec. 3.  [EFFECTIVE DATE.] 
  2.1      Sections 1 and 2 are effective the day following final 
  2.2   enactment.
