  1.1                          A bill for an act 
  1.2             relating to education; phasing in full-day 
  1.3             kindergarten for all students; expanding the first 
  1.4             grade preparedness program; appropriating money; 
  1.5             amending Minnesota Statutes 2000, section 124D.081, 
  1.6             subdivision 3. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2000, section 124D.081, 
  1.9   subdivision 3, is amended to read: 
  1.10     Subd. 3.  [QUALIFYING SCHOOL SITE.] (a) The commissioner 
  1.11  shall rank all school sites with kindergarten programs that do 
  1.12  not exclusively serve students under sections 125A.03 to 
  1.13  125A.24, and 125A.65.  The ranking must be from highest to 
  1.14  lowest based on the site's free and reduced lunch count as a 
  1.15  percent of the fall enrollment using the preceding October 1 
  1.16  enrollment data.  Once a school site is calculated to be 
  1.17  eligible, it remains eligible for the duration of the pilot 
  1.18  program, unless the site's ranking falls below the state average 
  1.19  for elementary schools.  For each school site, the percentage 
  1.20  used to calculate the ranking must be the greater of (1) the 
  1.21  percent of the fall kindergarten enrollment receiving free and 
  1.22  reduced lunch, or (2) the percent of the total fall enrollment 
  1.23  receiving free and reduced lunch.  The list of ranked sites must 
  1.24  be separated into the following geographic areas:  Minneapolis 
  1.25  district, St. Paul district, suburban Twin Cities districts in 
  1.26  the seven-county metropolitan area, and school districts in 
  2.1   greater Minnesota. 
  2.2      (b) The commissioner shall establish a process and 
  2.3   timelines to qualify school sites for the next school year.  
  2.4   School sites must be qualified in each geographic area from the 
  2.5   list of ranked sites until the estimated revenue available for 
  2.6   this program has been allocated.  The total estimated revenue 
  2.7   must be distributed to qualified school sites in each geographic 
  2.8   area as follows:  25 percent for Minneapolis sites, 25 percent 
  2.9   for St. Paul sites, 25 percent for suburban Twin Cities sites, 
  2.10  and 25 percent for greater Minnesota. 
  2.11     (c) School sites qualify according to the following 
  2.12  schedule: 
  2.13     (1) for fiscal year 2002, all school sites located in 
  2.14  Minneapolis, St. Paul, and greater Minnesota with more than 50 
  2.15  percent of their enrollment eligible for free and reduced-price 
  2.16  lunch qualify for revenue and all suburban school sites located 
  2.17  in districts with administrative offices in the seven-county 
  2.18  metropolitan area with more than 25 percent of their enrollment 
  2.19  eligible for free and reduced-price lunch qualify for revenue; 
  2.20     (2) for fiscal year 2003, all school sites located in 
  2.21  Minneapolis, St. Paul, and greater Minnesota with more than 40 
  2.22  percent of their enrollment eligible for free and reduced-price 
  2.23  lunch qualify for revenue and all suburban school sites located 
  2.24  in districts with administrative offices in the seven-county 
  2.25  metropolitan area with more than 20 percent of their enrollment 
  2.26  eligible for free and reduced-price lunch qualify for revenue; 
  2.27     (3) for fiscal year 2004, all school sites located in 
  2.28  Minneapolis, St. Paul, and greater Minnesota with more than 30 
  2.29  percent of their enrollment eligible for free and reduced-price 
  2.30  lunch qualify for revenue and all suburban school sites located 
  2.31  in districts with administrative offices in the seven-county 
  2.32  metropolitan area with more than 15 percent of their enrollment 
  2.33  eligible for free and reduced-price lunch qualify for revenue; 
  2.34     (4) for fiscal year 2005, all school sites located in 
  2.35  Minneapolis, St. Paul, and greater Minnesota with more than 20 
  2.36  percent of their enrollment eligible for free and reduced-price 
  3.1   lunch qualify for revenue and all suburban school sites located 
  3.2   in districts with administrative offices in the seven-county 
  3.3   metropolitan area with more than ten percent of their enrollment 
  3.4   eligible for free and reduced-price lunch qualify for revenue; 
  3.5      (5) for fiscal year 2006, all school sites located in 
  3.6   Minneapolis, St. Paul, and greater Minnesota with more than ten 
  3.7   percent of their enrollment eligible for free and reduced-price 
  3.8   lunch qualify for revenue and all suburban school sites located 
  3.9   in districts with administrative offices in the seven-county 
  3.10  metropolitan area with more than five percent of their 
  3.11  enrollment eligible for free and reduced-price lunch qualify for 
  3.12  revenue; and 
  3.13     (6) for fiscal years 2007, and later, all school sites 
  3.14  qualify for revenue. 
  3.15     [EFFECTIVE DATE.] This section is effective July 1, 2001. 
  3.16     Sec. 2.  [APPROPRIATION.] 
  3.17     Subdivision 1.  [DEPARTMENT OF CHILDREN, FAMILIES, AND 
  3.18  LEARNING.] The sums indicated in this section are appropriated 
  3.19  from the general fund to the department of children, families, 
  3.20  and learning for the fiscal years designated. 
  3.21     Subd. 2.  [FIRST GRADE PREPAREDNESS.] For grants for the 
  3.22  first grade preparedness program under Minnesota Statutes, 
  3.23  section 124D.081:
