A bill for an act
relating to the state budget; exempting allocation of general fund balance at end
of fiscal year 2009; requiring governor's general fund budget be balanced for
fiscal years 2012 and 2013.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Notwithstanding Minnesota Statutes, section 16A.152, subdivision 2, any positive
unrestricted general fund balance on June 30, 2009, is carried forward in the general
fund to fiscal year 2010.

Sec. 2. new text begin BALANCED BUDGET REQUIREMENT.

new text begin Notwithstanding any law to the contrary, a budget proposed by the governor and
enacted for fiscal years 2010 and 2011 must also provide for a balanced general fund
budget in fiscal years 2012 and 2013.
