relating to housing finance; appropriating money for the Minnesota Housing
Finance Agency.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; MINNESOTA HOUSING FINANCE AGENCY.

new text begin (a) $17,400,000 for the biennium beginning July 1, 2013, is appropriated from
the general fund to the Minnesota Housing Finance Agency for the family homeless
prevention assistance fund to provide direct assistance and services to households at risk
of losing housing and transitioning out of homelessness. This appropriation is added to
the agency's base.

new text begin (b) $27,900,000 for the biennium beginning July 1, 2013, is appropriated from the
general fund to the Minnesota Housing Finance Agency for the challenge fund to provide
financing for affordable housing development statewide. This appropriation is added to
the agency's base.

new text begin (c) $23,600,000 for the biennium beginning July 1, 2013, is appropriated from
the general fund to the Minnesota Housing Finance Agency for the housing trust fund
to provide rental assistance for households previously homeless. This appropriation is
added to the agency's base.

new text begin (d) $8,400,000 for the biennium beginning July 1, 2013, is appropriated from the
general fund to the Minnesota Housing Finance Agency for the preservation affordable
rental investment fund to provide loans for subsidized rental housing. This appropriation
is added to the agency's base.

new text begin (e) $7,900,000 for the biennium beginning July 1, 2013, is appropriated from the
general fund to the Minnesota Housing Finance Agency for rental rehabilitation loans to
assist the rehabilitation of smaller rental properties. This appropriation is added to the
agency's base.

new text begin (f) $5,500,000 for the biennium beginning July 1, 2013, is appropriated from the
general fund to the Minnesota Housing Finance Agency for rental rehabilitation loans
to assist the rehabilitation of single-family homes. This appropriation is added to the
agency's base.

new text begin (g) $1,750,000 for the biennium beginning July 1, 2013, is appropriated from
the general fund to the Minnesota Housing Finance Agency for the homeownership
education, counseling, and training fund to provide homebuyer and homeowner education,
counseling, and training services. This appropriation is added to the agency's base.

new text begin (h) $750,000 for the biennium beginning July 1, 2013, is appropriated from the
general fund to the Minnesota Housing Finance Agency for capacity-building grants
under Minnesota Statutes, section 462A.21, subdivision 3b. This appropriation is added to
the agency's base.

new text begin (i) $1,800,000 for the biennium beginning July 1, 2013, is appropriated from the
general fund to the Minnesota Housing Finance Agency for the homeowner assistance
fund for down payment and closing cost assistance for first-time home buyers. This
